Petition to the Gov dt 13th Feb

Honourable Sir,

Sub :- APPSC- absolute lack of urgency in conducting
examinations for posts notified years ago- Reg.

Sir, from your plain-speak at the Vice-Chancellors’ Conference you seem to be a man of affirmative action. Sir, this positive impression goaded me to address this representation directly to you.

Sir, it gives me great pleasure to say that the Hon’ble Chief Information Commissioner, APIC, while disposing my appeal, directed the APPSC to post on their website the names and marks (written and interview) of the selected candidates for the recruitments henceforth made by the APPSC. This judgment will go a long way in ensuring not only transparency but also restore some amount of credibility to the APPSC. (Please refer to encl. 1)

However, Sir, if the Group-1 Services recruitments made by the APPSC vide Notification Nos. 21/ 2003 and 6/2004 and 31/ 2007 were inordinately delayed because of legal wrangles, there are dozens of Notifications (some issued almost 2 years back) for various posts which seem to be gathering dust while lying “unattended to”.

• Sir, the latest Group-I notification was issued on 30 – 12 - 08; applications were accepted online from 29/07/09 to 01/09/09.However, there was no mention of the Exam date.

• Sir, the latest Group-II Services notification was issued vide Notification No. 38/2008 and Supplementary Notification No. 11/2009. The applications are invited On-line from 01/10/2009 to 03/11/2009. There has been no word yet about the exam schedule.

• Sir, it has been the case with almost every notification issued by the APPSC. For ex. Online Applications for the posts of DAO were accepted from 16/01/09 to 31/01/09. An year has passed-by, yet no body knows when they would be conducting the exam.

• Sir, exams to the posts of Lecturers in Government Polytechnic Colleges and Junior Lecturers in Intermediate Education Service vide Notification No. 19/2008 & 5/2008, have been postponed indefinitely.

• Sir, kindly refer to enclosure 2 for information on posts like the Assistant Director in Town and Country Planning, Assistant Architectural Draughtsman and Surveyors in A.P. TPSS and Town Planning Assistants in. A.P. Town Planning Subordinate Service, etc. The notifications were issued in 2008 and the APPSC is, in the year 2010, still evaluating the applications.

• Sir, kindly refer to enclosure 3 for the schedule of exams for the posts of Technical Assistant in A.P. Mining Service, etc. Sir, as is evident, the examination dates have been announced nearly two years after issuance of the notifications. However, Sir, it is to be seen if they manage to conduct exams as per this schedule.

Sir, to the common man, the APPSC resembles a money making machine. Application fee and examination fee are collected promptly. However, when it comes to conducting examinations, on time, one finds that there is no sense of urgency at all. To be honest, Sir, by not having announced any schedule in advance, the APPSC can perhaps claim that they were never late in conducting the exams.


Sir, needless to over-emphasize that the lack of recruitment and the consequent unfilled vacancies make the administration ill-equipped to serve the needs of the common man and meet the exigencies, if any; and that the lack of time-bound recruitment to Lecturer Posts would harm the students immensely.

Sir, it is dis-heartening to know that the powers-that-be seem to be insensitive to the fact that most people quit jobs, apply for leave and study in the hope that exams would be conducted immediately once the notification is issued. Sir, isn’t it pertinent to ask, “what right does the APPSC have to play with the careers and lives of lakhs of aspirants?” Sir, one interaction with aspirants who abound the Universities and colleges across AP, and in the case of Hyderabad at places like Ashok Nagar and Gandhi Nagar would make their travails crystal clear.

Sir, even when exams are conducted, the results are almost always mired in controversies with allegations about regionalism, nepotism doing rounds. Kindly refer to enclosure 4 where-in a Member and the Chairman were involved in a verbal spat. Such things raise serious questions about the credibility of the selection process.

Sir, when technology is used to make the application process entirely online, why can’t technology be used to post the Names, Marks, Community, Zone, etc, of the selected candidates on the official website to ensure transparency? Here I would like to mention that, the SPSCs of Bihar, Kerala and Himachal Pradesh, etc, post on their websites, even the official keys to the Preliminary exam question papers !

Sir, taking all these issues into consideration, I humbly request you to direct the APPSC to, henceforth, conduct exams as per a time-bound schedule and not issue notifications just to raise funds, but to announce the examination date while issuing the notification itself, which will improve it’s credibility even further.


However, Sir, if you find the APPSC incompetent to conduct exams as per a time-bound schedule and without any legal wrangles, you can invoke the provisions of Art. 320 of the Constitution of India, which states that, “ the Public Service Commission for the Union, if requested so to do by the Governor of a State, may, with the approval of the President, agree to serve all or any of the needs of the State.”
