INDIA

INDIA, today, is the 2nd fastest growing economy in the world. The entire world is looking up to us and unfortunately we have in our midst people who are contriving to take us back to where we were thousands of years ago. As long as we, each one of us, cling-on to retrograde feelings like casteism, religious bigotry, regionalism, etc, we can’t really blame those who exploit the authority in their hands to further their clan’s selfish ends. The time has come to consign such ill feelings (not to forget corruption and inefficiency in public services) to the flames in the interest of our and the future generations.

The irregularities in 2003 Group-I had been brought out in the open on the 11th Mar’ 10 and Group-II on the 26th. How many political parties and politicians have genuinely voiced their concern?? A handful ?! Isn’t it shocking to note that the TDP is trying to brush off it’s hands by writing a letter to the PM? May be their leaders aren’t aware of the provisions of the Constitution. Let’s teach them what Article 317 of the Constitution of India has to say. Wouldn’t want to waste our breath on parties like the TRS, PRP, BJP, etc which haven’t even raised this issue on any forum. The least said about the ruling Congress, the better!

This brings these questions to mind!

1.Do they have any right to rule us considering their lack of awareness of the Constitutional provisions?

2. May be the political parties think that the weaker sections of the society along with the un-influential OCs (which together form the majority) are dispensable and they can rule without our votes! That they can fool around with our lives and careers.

3. How long will we allow crooked, cunning, exploitative politicians to take us for a ride?

In the interest of our nation, we will not allow that to continue! Let’s tell them “we’ve had enough” ! “We need deeds not just words”!

Our country’s journey towards unbridled prosperity and ever-lasting peace will truly begin… the day… we begin to ask these questions and shed all the retrograde feelings!

What kinda justice?

1. In the case of DCs : 7 posts in open competition

Out of 7 posts in open competition, two candidates belonging to BC-D made it to DC in the open competition even though they were awarded 32 and 64 marks in the interview… that’s a median of 48.

2. In the case of CTO, out of 8 vacancies in the Open Competition

4 candidates belonging to BC-B made it in the open competition even though they were awarded marks of 62, 78, 78, 51.5, i.e. a median of 67.

3. In the case of DSP Cat-II (10 Vacancies in the open)


A candidate belonging to the BCs got selected in the open competition although he was awarded only 21 marks in the interview.

If he had secured 59 marks in the interview, he would have got selected as a DC in the open competition. Even if he had to claim reservation, he would have become a DC had he got just 27 marks in the interview.


However, 4 Reddy’s got selected even though they secured less marks than him in the written with interview marks of 85, 65, 76, 82, i.e. a median of 77.(i.e. 86% of 90). Please note that Narayana Reddy K scored a full 60 marks less than Gangadhar Reddy (BC-D) in the written.

This implies that out of 10 DSP posts in open competition, 4 were cornered by Reddy’s alone due to phenomenally high marks in the interview.


Here, it is to be mentioned that 2 Candidates belonging to SCs who scored more in written than all the Reddy’s mentioned above, got selected under reservation quota with interview marks of 43 and 13.5, i.e a median of 28.25 marks out of 90!

Two candidates belonging to the BCs made it in the open even though they were awarded marks of 28 and 67, i.e. a median of 47.5 out of 90 as they scored very high marks in the written… 678 and 637 respectively.

The median of the marks scored by Reddy candidates in written is 620.1 out of 900, whereas in interview the median of the Reddy’s is 75.4, i.e a phenomenal 83.79%.

It is to be mentioned that no Public Service Commission in India hardly awards more than 80% to any candidate. Then how is it that the median of the Reddy’s itself is close to 84%?

BCs who got selected in the open competition scored on an average 15.4 marks (635.5-620.1) more than those Reddy’s who got selected in the Open.

However, when it comes to the interview, Reddy’s were awarded on an average 22.65 (75.4-52.75) marks more than the BC candidates.

What kind of justice is it when BC candidates who could have made it in the open to DC and DSP posts were forced to make it in the open to posts like CTO and RTO ?


SCs

With regard to SC candidates, the Median of the written exam of the candidates selected to DSP posts was 616, whereas the median in the interview was 28.25.


Whereas for the Reddy’s who got selected to the posts of DSP, the median of the written exam was 600.75 and the median of the interview marks of the Reddy’s was 77 out of 90, i.e., an unimaginable 85.55%.


It is clear that, though SCs scored 15.25 (616-600.75) marks more on an average than the Reddy candidates, they were awarded a mind-blowing 48.75 (77-28.25) marks less on an average than their Reddy counterparts in the interviews.


In the case of MPDO please refer to the marks range in another attachment wherein, 37 OC candidates were awarded interview marks in the range of 75-85, whereas only 16 BC candidates were awarded marks in that range.

Similarly, 35 OCs are in the range of 65-75, whereas 30 BCs are in the same range.

Even though OCs scored heavily in the interviews, as many as 29 BCs made it in the open competition for MPDOs… it is to be mentioned that it is the least preferred Group-1 post.

To give you an idea as many as 84 of the 237, i.e. more than 35% of the posts are lying unoccupied even after more than 3 years.

In addition to the 166 candidates, 3 more were awarded marks in excess of 40 (their particulars haven't been furnished by the APPSC). In total, 169 were awarded 80% or more, i.e. 40 marks or more out of 50 in the interviews. This is unprecedented!

No Public Service Commission in India, including the Union Public Service Commission (UPSC) awards more than 80% to even a single candidate.

This smacks of irregularities on a phenomenal scale.

Sir, the recruitments made by the APPSC have almost always been mired in controversies. In order to get to know the truth, I had, on the 8th of Dec’ 2008, filed an RTI application with the PIO, APPSC seeking details, viz., Name, community, zone, marks obtained in written and interview by all the candidates who attended the interviews However, there was no correspondence from the PIO. My appeal before the First Appellate Authority of the APPSC dated 17th January 2009 also met the same fate.

Sir, their reluctance to divulge the information prompted me to approach the Hon’ble SCIC, APIC. The Hon’ble SCIC was kind enough to direct the APPSC to divulge the information that I had sought.

Sir, due to the sheer volume of the information provided to me by the Andhra Pradesh Public Service Commission, I desisted myself from mailing the entire set to you. However, given an opportunity, I shall be privileged to present the information for your kind perusal and necessary action.

Sir, one look at the marks awarded in the interviews to the candidates would reveal that there are wide spread disparities as to the marks scored in the written and in the interviews. Some who had top scored in the written secured abysmally low marks in the interview, while some who secured less marks in the written exam scored heavily in the interviews.

Sir, it was widely believed that some Members of the APPSC are hostile (by way of awarding lesser marks) towards candidates belonging to the Reserved Categories, thereby stifling their chance of making it in the Open competition. Here, I would like to quote certain instances, Sir. This data pertains to 312 plum posts, Viz., Deputy Collectors, DSP, CTO, RTO, etc of the Group-1 examination held under the notification 21/2003:

Out of the 24 who scored less than 40 marks out of 90, 14 belong to the BCs (i.e. 58%) and out of the 14, 7 belong to BC-D Least marks were awarded to SC candidates, while there are no Reddys who secured under 40.

But most striking is the case of Mr.Shiva Lingaiah Chettipally (BC-B) bearing HT No.12203120. He got a top score of 687 in the written exam, but got only 32 in the interview taking his tally to 719 and had to be content with 4th overall.

Similarly, Mr.Chandra Shekar Goud (BC-B) bearing HT No.12232100 secured 678 marks in the written (2nd highest ) but was awarded only 28 in the interview taking to total to 706. He missed the chance of becoming a Deputy Collector (DC) by 1 mark

Similarly, Ms. Haritha Mundrathi (BC-A) who secured the highest written score (613) among the women Deputy Collectors. However, only 21 marks were awarded to her and she lost the opportunity of becoming a DC in the open category and had to claim reservation.

Similarly,Mr.Gangadhar Reddy (BC-D) bearing HT.No 10601169 scored 649 but was awarded only 21 in the interview. Someone who could have made it into DC in open competition had to settle for DSP.

Almost similar is the case of Mr.Narasimha Rao Ch (SC) bearing HTNo.10703131 who got a decent score of 598 but was awarded the least of all just 13 marks in the interview.and had to settle for Assistant Audit Officer., though people who had scored lesser marks than him in the written got Dy.SP and that too in open competition.

Another incident relates to Mr.Samayjan Rao Ch(SC) bearing HT No.10606097 who secured 616 marks in written, i.e. joint 3rd highest among all the candidates selected for DSP post but only 13.5 in the interview. The combined tally now placed him on 21st position and he had to settle for the post of DSP under reservation quota

Hemantha Naga Raju (BC-A) and Meera Prasad E (BC-B)---- candidates who got lesser marks (in written) than them got selected as DSPs in open competition, while they had to claim reservation to get selected as an AES and RTO resply.

Rajeshwara Rao K (BC-D) HT No.10300512 scored 628 marks and was in the reckoning for Deputy Collector . However, he was awarded only 21 in the interview and the tally of 649 was good enough only for DSP Jails.

Srinivasa Rao T (BC-D) HT No.10702583 got 611 marks in written but 46 in interview and the total of 660 was just 10 marks short of being selected as a DSP in the open competition.

Yadagiri Rao N (BC-D) HT No.12257674 got 621 and 36 and a total of 657, candidates who scored less than him had become Dy. Collectors, CTOs, RTOs and DSPs in Open Competition, while he had to settle for Municipal Commissioner Grade-II.

Revathi Dedeepya M(BC-D) 12203641 got 601 and 32 and a total of 633, while some who scored less than her had become Dy. Collectors she had to contend with AAO (Local Fund)


Sir, you would be aware that the UPSC and other Public Service Commissions in India hardly, if ever, award more than 80% in the interviews to any candidate. It was shocking to note that the average marks of the selected candidates belonging to a particular community was in itself more than 80%, i.e. 73 out of 90 marks.

That’s not all Madam, an unbelievably high 138 candidates out of 550 (312 plum Group- 1 posts plus 238 MPDO posts) were awarded marks equal to or more than 80% in the interviews, i.e. 72 or more out of 90. Further, 36 candidates were awarded marks in excess of a staggering 90% with the highest being 88 out of 90, i.e., an unprecedented 98%.

The benevolence on the part of the APPSC is such that even the deeds of Daana Veera Soora Karna would pale in comparison! Or is there something more to it than that meets the eye?!


Sir, to satisfy yourself on the scale of irregularities , I humbly request you to check with the UPSC on the number of instances (in the past 5 years, 10 years or any such duration of time that you deem fit) wherein they had awarded interview marks in excess of 80%... let alone 90%. I am sure the figure arrived at would be a fraction of those awarded 80% or more in just one exam by the APPSC. That would present before you the gravity of the irregularities committed.

It is incomprehensible to note that such a highly educated and qualified person/s could’ve succumbed to the allure of nepotism/ favouritism (for whatever considerations).
Sir, such undue favours shown to a particular community has played a cruel joke on the hopes and aspirations of the candidates. The interview has been turned into a charade thereby making a mockery of the recruitment procedure.

Power, prestige and perks and equally importantly, the belief in the sense of ‘fair-play’ in recruitment is what attracts the bright students towards the Public Services. Such instances of nepotism on the one hand and discrimination on the other, strike at the roots of that belief and can have a devastating effect on the aspirants’ psyche and outlook towards the system as a whole.

On the brighter side, Sir, we note with great pleasure that the UPSC has always stood firm with it’s head above water. The professional way that the UPSC handles itself and conducts the exams, in a time bound manner, without any scope for allegations, etc is exemplary. Here’s hoping that the UPSC scales greater heights under your stewardship.

Having said that, Sir, in the interest of absolute transparency, I believe that it would be judicious and be widely appreciated if you could initiate the process of kindly disclosing the official keys to the General Studies and Optional subject question papers for the Civil Services Preliminary Test and all other Preliminary exams conducted by your esteemed Commission.

Sir, from your plain-speak at the Vice-Chancellors’ Conference you seem to be a man of affirmative action. Sir, this positive impression goaded me to address this representation directly to you.

Sir, it gives me great pleasure to say that the Hon’ble Chief Information Commissioner, APIC, while disposing my appeal, directed the APPSC to post on their website the names and marks (written and interview) of the selected candidates for the recruitments henceforth made by the APPSC. This judgment will go a long way in ensuring not only transparency but also restore some amount of credibility to the APPSC. (Please refer to encl. 1)

However, Sir, if the Group-1 Services recruitments made by the APPSC vide Notification Nos. 21/ 2003 and 6/2004 and 31/ 2007 were inordinately delayed because of legal wrangles, there are dozens of Notifications (some issued almost 2 years back) for various posts which seem to be gathering dust while lying “unattended to”.

• Sir, the latest Group-I notification was issued on 30 – 12 - 08; applications were accepted online from 29/07/09 to 01/09/09.However, there was no mention of the Exam date.

• Sir, the latest Group-II Services notification was issued vide Notification No. 38/2008 and Supplementary Notification No. 11/2009. The applications are invited On-line from 01/10/2009 to 03/11/2009. There has been no word yet about the exam schedule.

• Sir, it has been the case with almost every notification issued by the APPSC. For ex. Online Applications for the posts of DAO were accepted from 16/01/09 to 31/01/09. An year has passed-by, yet no body knows when they would be conducting the exam.

• Sir, exams to the posts of Lecturers in Government Polytechnic Colleges and Junior Lecturers in Intermediate Education Service vide Notification No. 19/2008 & 5/2008, have been postponed indefinitely.

• Sir, kindly refer to enclosure 2 for information on posts like the Assistant Director in Town and Country Planning, Assistant Architectural Draughtsman and Surveyors in A.P. TPSS and Town Planning Assistants in. A.P. Town Planning Subordinate Service, etc. The notifications were issued in 2008 and the APPSC is, in the year 2010, still evaluating the applications.

• Sir, kindly refer to enclosure 3 for the schedule of exams for the posts of Technical Assistant in A.P. Mining Service, etc. Sir, as is evident, the examination dates have been announced nearly two years after issuance of the notifications. However, Sir, it is to be seen if they manage to conduct exams as per this schedule.

Sir, to the common man, the APPSC resembles a money making machine. Application fee and examination fee are collected promptly. However, when it comes to conducting examinations, on time, one finds that there is no sense of urgency at all. To be honest, Sir, by not having announced any schedule in advance, the APPSC can perhaps claim that they were never late in conducting the exams.


Sir, needless to over-emphasize that the lack of recruitment and the consequent unfilled vacancies make the administration ill-equipped to serve the needs of the common man and meet the exigencies, if any; and that the lack of time-bound recruitment to Lecturer Posts would harm the students immensely.

Sir, it is dis-heartening to know that the powers-that-be seem to be insensitive to the fact that most people quit jobs, apply for leave and study in the hope that exams would be conducted immediately once the notification is issued. Sir, isn’t it pertinent to ask, “what right does the APPSC have to play with the careers and lives of lakhs of aspirants?” Sir, one interaction with aspirants who abound the Universities and colleges across AP, and in the case of Hyderabad at places like Ashok Nagar and Gandhi Nagar would make their travails crystal clear.

Sir, even when exams are conducted, the results are almost always mired in controversies with allegations about regionalism, nepotism doing rounds. Kindly refer to enclosure 4 where-in a Member and the Chairman were involved in a verbal spat. Such things raise serious questions about the credibility of the selection process.

Sir, when technology is used to make the application process entirely online, why can’t technology be used to post the Names, Marks, Community, Zone, etc, of the selected candidates on the official website to ensure transparency? Here I would like to mention that, the SPSCs of Bihar, Kerala and Himachal Pradesh, etc, post on their websites, even the official keys to the Preliminary exam question papers !

Sir, taking all these issues into consideration, I humbly request you to direct the APPSC to, henceforth, conduct exams as per a time-bound schedule and not issue notifications just to raise funds, but to announce the examination date while issuing the notification itself, which will improve it’s credibility even further.


However, Sir, if you find the APPSC incompetent to conduct exams as per a time-bound schedule and without any legal wrangles, you can invoke the provisions of Art. 320 of the Constitution of India, which states that, “ the Public Service Commission for the Union, if requested so to do by the Governor of a State, may, with the approval of the President, agree to serve all or any of the needs of the State.”

Madam, the recruitments made by the APPSC have almost always been mired in controversies. In order to get to know the truth, I had on 8th Dec’ 2008 filed an RTI application with the PIO, APPSC seeking details, viz., Name, community, zone, marks obtained in written and interview respectively of all the candidates who attended the interviews. However, there was no correspondence from the PIO. My 1st appeal before the First Appellate Authority of the APPSC dated 17th January 2009 also met the same fate.

Madam, their reluctance to divulge the information prompted me to approach the Hon’ble SCIC, APIC. He was kind enough to direct the APPSC to divulge the information that I had sought.

Madam, I present before you the information provided to me by the Andhra Pradesh Public Service Commission for your kind perusal and necessary action. Madam, one look at the marks awarded in the interviews to the candidates would reveal that there are wide spread disparities as to the marks scored in the written and in the interviews. Some who had top scored in the written secured abysmally low marks in the interview, while some who secured less marks in the written exam scored heavily in the interviews.

Madam, it was widely believed that some Members of the APPSC are hostile (by way of awarding lesser marks) towards candidates belonging to the Reserved Categories, thereby stifling their chance of making it in the Open competition. Here, I would like to quote certain instances, Madam. This data pertains to 312 plum posts of the Group-1 examination held under the notification 21/2003:

As regards 312 plum posts of the Group-1 Services, viz. Dy. Collector, DSP, CTO, Municipal Commissioner,RTO, etc out of the 24 who scored less than 40 marks out of 90, 14 belong to the BCs (i.e. 58%) and out of the 14, 7 belong to BC-D. Least marks (13 out of 90) were awarded to SC candidates.

But most striking is the case of Mr.Shiva Lingaiah Chettipally (BC-B) bearing HT No.12203120. He got a top score of 687 in the written exam, but got only 32 in the interview taking his tally to 719 and had to be content with 4th overall.

Similarly, Mr.Chandra Shekar Goud (BC-B) bearing HT No.12232100 secured 678 marks in the written (2nd highest ) but was awarded only 28 in the interview taking to total to 706. He missed the chance of becoming a Deputy Collector (DC) by 1 mark

Similarly, Ms. Haritha Mundrathi who secured the highest written score (613) among the women Deputy Collectors. However, only 21 marks were awarded to her and she lost the opportunity of becoming a DC in the open category and had to claim reservation.

Similarly,Mr.Gangadhar Reddy (BC-D) bearing HT.No 10601169 scored 649 but was awarded only 21 in the interview. Someone who could have made it into DC in open competition had to settle for DSP.

Almost similar is the case of Mr.Narasimha Rao Ch (SC) bearing HTNo.10703131 who got a decent score of 598 but was awarded the least of all just 13 marks in the interview and had to settle for Assistant Audit Officer., though people who had scored lesser marks than him in the written got Dy.SP and that too in open competition.

Another incident relates to Mr.Samayjan Rao Ch(SC) bearing HT No.10606097 who secured 616 marks in written, i.e. joint 3rd highest among all the candidates selected for DSP post but only 13.5 in the interview. The combined tally now placed him on 21st position and he had to settle for the post of DSP under reservation quota

In the case of Mr. Hemantha Naga Raju (BC-A) HT. No. 10704284 and Mr. Meera Prasad E (BC-B),HT No. 10500554 candidates who got lesser marks (in written) than them got selected as DSPs in open competition, while they had to claim reservation to get selected as an AES and RTO resply.

Mr. Rajeshwara Rao K (BC-D) HT No.10300512 scored 628 marks and was in the reckoning for Deputy Collector . However, he was awarded only 21 in the interview and the tally of 649 was good enough only for DSP Jails.

Mr. Srinivasa Rao T (BC-D) HT No.10702583 got 611 marks in written but 46 in interview and the total of 660 was just 10 marks short of being selected as a DSP in the open competition.

Mr. Yadagiri Rao N (BC-D) HT No.12257674 got 621 and 36 and a total of 657, candidates who scored less than him had become Dy. Collectors, CTOs, RTOs and DSPs in Open Competition, while he had to settle for Municipal Commissioner Grade-II.

Ms. Revathi Dedeepya M(BC-D)HT No. 12203641 got 601 and 32 and a total of 633, while some who scored less than her had become Dy. Collectors and that too in open competition she had to contend with AAO (Local Fund)


Madam, you would be aware that the UPSC and other Public Service Commissions in India hardly, if ever, award more than 80% in the interview to any candidate. It was shocking to note that the average marks of the selected candidates belonging to a particular community was 73 out of 90 marks, which in itself is more than 80%, while the average marks for OCs (other than that community) was a reasonable 64; and 60 for SCs, 60 for BCs and 53 for STs.

That’s not all Madam, an unbelievably high 138 out of 550 candidates (312 plum Group-1 posts plus 238 MPDO posts) were awarded marks equal to or more than 80% in the interviews, i.e. 72 or more out of 90. Further, a staggering 29 candidates were awarded 81 marks or more, i.e. in excess of 90% with the highest being 88 out of 90 HT No. 12219893, i.e., an unprecedented 98%.

The benevolence on the part of the APPSC is such that even the deeds of Daana Veera Soora Karna would pale in comparison! Or is there something more to it than that meets the eye?!

Madam, it is plain knowledge that even in the case of elections, there is a re-poll if the turnout in a particular booth or a constituency crosses the 90% mark.

Madam, to satisfy yourself on the scale of irregularities , I humbly request you to ask the UPSC to furnish information on the number of instances (in the past 5 years, 10 years or any such duration of time that you deem fit) wherein they had awarded interview marks in excess of 80%... let alone 90%. I am sure the figure arrived at would be a fraction of those awarded 80% in just one exam conducted by the APPSC. That would present before you the enormity of the irregularities committed.

I request you Madam, to invoke the provisions of the Article 317 of the Constitution which states that, “… the CHAIRMAN or any other Member of a Public Service Commission shall only be removed from his office… on the ground of misbehaviour according to the report of the Supreme Court which shall hold an enquiry on this matter on a reference being made by the President.”

Further, Article 317 (4) clearly states that , “a Member shall be deemed to be guilty of misbehaviour… if he is in any way concerned or interested in any contract made on behalf of the Government of India or of a State…”

Madam, it is held even by the Supreme Court that, the concept of employment involves three ingredients: (1) employer, (2) employee, (3) the contract of employment. It is common knowledge that only those candidates who are recommended for selection by a Public Service Commission are awarded the contract of employment by the respective State Governments or the Central Government, as the case may be.

Thus, in this instant case, the Members of the APPSC would be guilty of misbehaviour since it has become amply clear that they awarded higher marks in the interviews to candidates belonging to a particular community. In addition to that, for deliberately, willfully and with malice awarding lesser marks to candidates from the Reserved Categories, viz., SC, ST, BC. And in addition to that Madam, the unimaginable scale of benevolence in awarding interview marks smacks of something equally if not more sinister.

It is incomprehensible to note that such highly educated and qualified person/s could’ve succumbed to the allure of nepotism/ favouritism (for whatever considerations). Madam, such undue favours shown to a particular community has played a cruel joke on the hopes and aspirations of the candidates. The interview has been turned into a charade and thus making a mockery of the recruitment procedure.

Power, prestige and perks and equally importantly, the belief in the sense of ‘fair-play’ in recruitment is what attracts the bright students towards the Public Services. Such instances of nepotism on the one hand and discrimination on the other, strike at the roots of the belief and can have a devastating effect on the aspirants’ psyche and outlook towards the system as a whole.

Madam, I humbly request you call for a Supreme Court inquiry by exercising the powers vested in you under the Art. 317 of the Constitution of India into this matter so that the truth is brought out into the open and the trust of the common man, at least, in Autonomous Institutions is restored.

Irrespective of the communities they belong to, 95 out of 312 candidates (31%) were awarded interview marks in excess of 72 out of 90, i.e. more than 80%.

If we include the candidates who have been selected to the Posts of MPDO, the number of candidates who secured 72 or more ( more than 80%) stands at a mind-boggling 138 out of 550.

36 candidates got marks in excess of 81 out of 90 (a staggering 90%)! The Highest being 88 out of 90. (i.e. an unbelievable 98%).

It is pertinent to mention that hardly any Public Service Commission in India including the Union Public Service Commission awards interview marks in excess of 80%.to any candidate

The things that come to mind are:

A) Is there a pattern to such wide discrepancy in the percentage of marks scored in the written and interviews respectively?

B) Was there a deliberate attempt on someone’s part to deny candidates from making it in the open competition?!

In the case of OCs

Srinivas M (OC) HT No. 10606604 got 624 and 23.5, i.e. a total of 647.5 and Maheshwara Raju M (OC) HT. No. 10901830 got 608 and 25 and a total of 633 and were in the reckoning for much better posts, i.e., DSP, CTO, etc. However, because of the low marks awarded in they interview they had to settle for Asst. Accounts Officer post.

Similarly, Nagaraju A (OC) HT. No. 12231084 secured 618 in the written and only 33 in the interview to get a tally of 651 too was in the reckoning for much better posts, i.e., DSP, CTO, etc but had to settle for AAO/ ATO.

Similarly, Lakshmi Madhavi Palli (OC) HT. No.10803110 got 589 and 26 in written and interview, i.e. a total of 615 and had to contend with AAO (Local Fund), while some who scored less than her in written had become Dy. Collectors.

It remains to be seen which region they hail from and who conducted their interviews!
